Republican legislators who had effectively halted proceedings contacted Trump late Friday evening to present an alternative strategy. They proposed attempting once more to secure passage of portions of the voting legislation when Congress reconvenes in September, this time incorporating it into a larger GOP budget proposal designed to finance operations related to Iran and restore Pentagon resources.

A Strategic Compromise

“Obviously, with the president at his direction, this is what he wants to do,” stated Sen. Ron Johnson, chairman of the GOP budget committee from Wisconsin. He was joined by Sens. Mike Lee of Utah and Rick Scott of Florida following their telephone conversation with the commander-in-chief.

The rapid de-escalation after several weeks of intensifying presidential pressure demonstrates the extent to which Trump can influence congressional priorities, whether advancing or obstructing legislative goals. Though frequently characterized as an unofficial House speaker, the president continues attempting to master Senate procedures.

“John’s trying. He’s trying hard. I really believe that. But if he doesn’t get there, it would be unfortunate,” Trump remarked during a Friday interview with Punchbowl News.

Obstacles to Passage

Trump has persistently urged Senate Majority Leader John Thune to move the SAVE America Act forward, despite insufficient Republican backing and the additional Democratic support required for Senate advancement. The president has even demanded that senators discard filibuster protocols to bypass the customary 60-vote requirement—a position Thune and most colleagues find unappealing.

Thune has navigated carefully between the president’s frequently unconventional requests and the constraints of his narrow Republican majority. The chamber lost one vote due to Sen. Mitch McConnell’s extended absence; the former Senate leader announced this week that he had been discharged from rehabilitation and was recuperating at home.

“I think everybody’s, for the most part, on the same page,” Thune noted regarding the three-senator phone call, emphasizing that another budget measure would eventually require attention.

Other Priorities Advance

During an extended nearly 20-hour session, Thune successfully moved several other presidential priorities forward. Lawmakers confirmed Todd Blanche as attorney general, enacted comprehensive Russian sanctions supporting Ukraine, and approved a bipartisan funding extension through December to prevent a government shutdown.

Republicans also attempted to advance a more limited voting measure requiring identification before federal elections. This effort stalled on a largely partisan vote, with Democrats opposing the proposal.

The inability to progress on the SAVE America Act sparked an online campaign among Trump’s congressional supporters, energized by activists encouraging continued pressure. Senator Lee led a growing coalition refusing to adjourn for summer without securing the president’s preferred voting legislation.

As tensions mounted at the Capitol, Thune convened all Republican senators for a discussion. With no clear path forward for either the SAVE America Act or the wider budget bill, Thune suggested the three senators speak directly with Trump before reconvening at his office.

“We had about a two-hour conference meeting trying to figure out, you know, what we need to do to, to come to an agreement, to accomplish what the president wanted,” Johnson explained. “Then we had discussion with the president, he agrees.”

Lee expressed disappointment with the result but recognized the political circumstances. “We are not in a position right now where we have the wherewithal to pass it,” he told reporters.
