Kennedy Center Board Prepares to Decide on Closure Strategy

This meeting follows a federal judge’s decision to halt an earlier proposal for a two-year shutdown that would have enabled major renovation work.

According to management statements released before the gathering, the options span from a full closure to a partial shutdown that would preserve “some continued public access and limited programming in spaces unaffected” by construction activities. The third alternative would “consider a highly limited series of phased closures to address only the Center’s most serious infrastructure needs while scheduling and maintaining a full slate of programming.”

Legal Challenges and Board Dynamics

U.S. District Judge Christopher Cooper previously ruled that the board’s March 16 approval of the closure appeared “ill-informed and seemingly preordained.” As the board moves ahead, members—who are predominantly allies of President Donald Trump—may encounter demands to demonstrate thorough consideration of alternatives.

The institution has emerged as an unexpected symbol of presidential authority during Trump’s second term. Although he paid little attention to the venue during his initial Washington years, Trump acted swiftly upon returning to office in January 2025 to remove existing leadership and install a new board of trustees that selected him as chairman.

Trump’s name was promptly added to the building, a decision Cooper also found unlawful. While the nameplate was removed in June, the space where it once hung now displays a large tarp. Cooper has requested information from the Kennedy Center regarding how long this covering will remain.

Broader Capital Transformation Efforts

The Kennedy Center developments connect to Trump’s wider campaign to alter Washington’s physical environment in ways with few contemporary comparisons. He has torn down the White House’s East Wing and is constructing a contentious ballroom in its location, though an appeals court recently ordered construction to pause after determining Congress failed to authorize the project. Trump has indicated he will appeal to the Supreme Court.

Additionally, his renovation of the Lincoln Memorial Reflecting Pool encountered setbacks when algae reappeared, and U.S. Attorney Jeanine Pirro challenged his assertion that vandalism caused the deterioration. Trump is also organizing major improvements to a golf course within East Potomac Park, which could substantially limit public access to running and cycling trails. A triumphal arch near Arlington National Cemetery is also advancing.

Infrastructure Concerns and Leadership Perspectives

Trump has characterized the Kennedy Center as “rusted, rotted, and rat and bug infested,” threatening to transfer the building to Congress after Cooper rejected both the closure proposal and the president’s name addition. The institution’s leadership maintains that genuine repair and modernization are necessary.

During an April tour with journalists, Matt Floca, the Kennedy Center’s executive director and chief operating officer, pointed out significant water damage that corroded steel in certain areas to a thickness comparable to tissue paper. Several pieces of equipment, including multiple 800-ton chillers responsible for cooling the facility, are decades old and require replacement.

Floca explained at the time that while he contemplated handling repairs separately, he advocated for a comprehensive closure with Trump to complete renovations simultaneously.

The legal disputes surrounding the center recently became material for humor when comedian Bill Maher received the Mark Twain Prize for American Humor in late June. Pamella Roland DeVos, a Kennedy Center trustee designated by Trump, opened the ceremony by describing the institution as a “national cultural center open not just for some but for every American patron who wants to experience the greatest art and expression the world has to offer.”
