Judge Halts Plan to Add Trump Tribute to Kennedy Center Exterior

Tyunews.com – A federal judge has stopped Kennedy Center leaders from placing a tribute to President Donald Trump on the exterior of the Washington performing arts complex, issuing the decision shortly before trustees were set to convene over the building’s possible closure.

U.S. District Judge Christopher Cooper ruled Tuesday that the board could not install Trump’s name or another memorial without approval from Congress. The order followed a morning conference and came less than an hour before a scheduled meeting expected to focus on whether the John F. Kennedy Center for the Performing Arts should shut down for an extended renovation.

“Simply put, Defendants cannot install memorials for President Trump or anyone or anything else at the Kennedy Center without Congress’s blessing. The board resolution bucks a federal court order and a statute Congress enacted,”

Cooper’s ruling is the latest development in a dispute over both the future of the landmark venue and the board’s efforts to honor Trump. The court previously prevented Trump from renaming the center after himself. Even so, trustees voted last month to place his name on the building, citing his role in efforts to renovate and restore the facility.

The judge rejected the board’s distinction between a formal renaming and an exterior tribute.

“Linguistic gymnastics cannot extricate the Kennedy Center’s Board from an operative judicial order or the governing statute it was designed to enforce,”

Meeting Focus Shifts to Building Closure

The board was due to meet Tuesday afternoon amid escalating concerns about the center’s physical condition. The Trump administration said overnight that the session would deal exclusively with the proposed closure of the facility, rather than considering further tributes to the president.

Trustees were expected to weigh a resolution finding that the main building is unsafe for continued occupancy and should close for two years while renovations are completed. The closure proposal is tied to a $285 million renovation plan.

The board voted 23-3 last month in favor of the two-year shutdown measure, court filings state. Many of the trustees were appointed by Trump. Congress has already appropriated $257 million for the project, while the board has argued that Trump could help secure an additional $100 million.

The Kennedy Center, located in Washington along the Potomac River, hosts concerts, theater, dance, opera and other major public performances. A lengthy closure of its principal building would affect the venue’s central role in the capital’s arts calendar, while also raising questions about how its programming and operations would continue during construction.

Fiscal Pressure and Structural Damage

Kennedy Center leadership had argued that publicly recognizing Trump was important to the institution’s financial survival. A proposed resolution that was initially expected to be introduced Tuesday said the center faced “certain fiscal collapse within weeks” without the president’s support.

“The Board understands that without such appropriate recognition it is unlikely that President Trump will provide the fundamental oversight of the renovation of the main building and lead the fiscal rescue of the Center,”

That proposal was postponed for a later meeting. In a late-night court filing, Justice Department attorneys included an email sent to trustees at 7 p.m. Monday by Kennedy Center official Joe LaFauci. The message said a separate draft resolution containing 10 additional ideas for honoring Trump would not be taken up at Tuesday’s gathering. LaFauci also said the board remained committed to its earlier vote recognizing the president.

The revised agenda was prompted by what LaFauci described as recently worsening structural emergencies at the center. The urgency surrounding those concerns increased after Commerce Secretary Howard Lutnick posted security video late Monday showing part of a ceiling falling during a rainstorm earlier this month.

The footage showed debris striking an empty red carpet. Lutnick said the incident demonstrated the potential danger to visitors and performers if the building remained open.

“If a performance had been underway, patrons could have been killed,”

“People cannot be allowed to go into this building any longer.”

The physical condition of the center has also become visible outside the courtroom. Workers removed “Blue,” a sculpture by artist Joel Shapiro, from the Kennedy Center grounds on Sept. 2, 2026.

Continuing Legal Fight Over the Center’s Identity

The dispute over Trump’s name has unfolded alongside the larger debate about reconstruction funding, governance and the institution’s public identity. The board voted in December to put Trump’s name on the exterior. Cooper ordered that addition removed in May, but trustees subsequently approved efforts to restore the tribute.

Tuesday’s decision makes clear that the board’s authority over the building does not extend to creating presidential memorials on its own. Cooper concluded that congressional action is required before such a change can proceed.

For now, the immediate issue before Kennedy Center leadership is the safety and financial viability of the building. The court order preserves the existing legal limits on changes to the facade, while the board considers whether the aging main structure can remain open during a major renovation.
