Trump’s Strait of Hormuz Retaliation Strategy Appears to Have Faded

Tyunews.com – President Donald Trump’s posture toward Iranian attacks on commercial shipping has undergone a marked transformation over the past fortnight. What began as a pledge of overwhelming, disproportionate force has given way to what amounts to quiet inaction — a departure that has left the U.S. military without a publicized response to a sustained campaign of strikes against merchant vessels.

From “20-to-1” to “Nuisance Value”

On July 7, the president declared the June memorandum of understanding between Washington and Tehran “over” and immediately threatened severe military consequences whenever Iranian forces targeted commercial ships in the Strait of Hormuz or the Bab al-Mandeb Strait. His rhetoric at the time was explicit about proportionality:

“We just hit them very hard, and I say we hit them 20-1. Every time they hit us, we’re going to hit them 20. And when they hit, we hit back much harder.”

Secretary of State Marco Rubio reinforced that posture on July 22 at the Association of Southeast Asian Nations summit in the Philippines, alongside Secretary of Defense Pete Hegseth, who had also reiterated the administration’s escalation framework multiple times.

“The president’s policy is a head for an eye. I mean, honestly, that’s what it’s going to be. I mean, they will pay a very heavy price.”

Yet by Wednesday, Trump had reframed the ongoing vessel attacks as mere “nuisance value” — language that breaks sharply with the standard the United States had maintained throughout the conflict of retaliating to safeguard freedom of navigation through the strait.

Shipping Disruptions Continue Without U.S. Response

The operational picture tells a different story from the president’s dismissive framing. According to the United Kingdom Maritime Trade Operations (UKMTO) Centre, 11 commercial vessels have been struck in the Strait of Hormuz or the Bab al-Mandeb Strait since the last reported American strike on Iranian targets on July 29, with multiple crew casualties reported.

U.S. Central Command (CENTCOM), which directs American forces across the Middle East, has not announced any military operations in reply to the continuing barrage of attacks. The most recent retaliatory strikes publicized by CENTCOM date to late July.

Commercial traffic through the waterway has contracted sharply. Ship tracker Kpler reported that on Tuesday, transits of the Strait of Hormuz fell 17 percent from the prior day to just 10 — six vessels leaving the Persian Gulf and four entering. Ships remained anchored off the coast of Bandar Abbas, Iran, as of August 10, 2026.

The Earlier Escalation Phase

Between the moment Trump pronounced the MOU dead and the final U.S. strike on July 29, roughly 17 commercial vessels were hit in either strait. During that window, American forces responded on 16 separate days, including a stretch of 13 consecutive nights of strikes against Iranian targets.

On July 22, the president had posted on his social media platform that, “From this point forward,” any Iranian shot at a ship in the Strait of Hormuz would trigger a U.S. campaign to “bomb and destroy ONE BRIDGE OR POWER PLANT, including those located next to, or in, the Capital City of Tehran.”

That threat, too, has gone unexecuted. Trump continues to claim the United States holds “complete control” of the strait, even as commercial shipping volumes plummet and Iranian attacks persist without announced American military countermeasures.
