During Tuesday’s weekly Republican leadership news conference, the Speaker made his position clear regarding proposed modifications to House regulations. These changes would prohibit members of Congress from engaging in sexual relationships with any Capitol Hill employee, regardless of reporting structure. The Speaker emphasized that such relationships should follow the same standards found in corporate America.

“I can’t believe it would be acceptable in any situation,” Johnson said. “I think it’s inappropriate, as it would be in any workplace, and most companies have that. We should, at a bare minimum, in Congress have, you know, rules and traditions that are adhered to in corporate America. So that’s an easy one for me.”

Current Rules Fall Short of Comprehensive Coverage

While existing House rules already prevent lawmakers from romantic involvement with employees under their direct supervision, the current language falls short of covering all congressional staff members. The prohibition does not extend to relationships with personnel from other offices. This gap in coverage became particularly relevant following recent revelations about Senator Ruben Gallego’s relationships with employees who worked outside his office during his House tenure from 2015 through 2025.

The discussion gained significant momentum over the weekend when GOP Conference Chair Lisa McClain of Michigan advocated for a comprehensive ban. Her call to action appeared in a social media post following a New York Post report revealing that Democratic Senator Ruben Gallego of Arizona maintained romantic connections with two employees who worked outside his office. McClain, recognized as the highest-ranking female Republican in the House, emphasized the importance of addressing power dynamics in these situations.

In her message, McClain wrote that even consensual partnerships carry inherent imbalances that may erode trust and generate perceptions of impropriety. She noted that the primary objective must be safeguarding employees and preserving public faith in the legislative body. When questioned about the accuracy of the newspaper’s coverage, Gallego offered a brief response to reporters. “I’m not going to engage in gossip,” he stated.

Meanwhile, the Senate Ethics Committee recently concluded its review of a complaint submitted by Representative Anna Paulina Luna of Florida. The filing against Gallego cited both sexual misconduct and campaign finance irregularities. In a letter dated June 26, the Committee communicated its findings to Gallego, stating that investigators discovered no proof that his conduct breached Federal statutes, Senate regulations, or applicable standards of behavior.

Sexual misconduct allegations have surfaced against lawmakers across party lines throughout recent years, according to documentation compiled by the Ethics Committee. Earlier this year, former Representatives Eric Swalwell of California and Tony Gonzales of Texas stepped down from their positions following such accusations. Swalwell faced charges of sexual assault, which he contested, while Gonzales acknowledged having an affair with an employee who subsequently took her own life.

Representative Kat Cammack of Florida announced her involvement in a cross-party initiative aimed at overhauling congressional procedures for handling sexual misconduct claims. Serving as chair of the Republican Women’s Caucus, Cammack shared her perspective on X in response to the Gallego coverage. “Accountability cannot begin and end with resignations,” she declared. “Close the resignation loopholes. No more secret findings. No more special treatment. Hold every offender accountable.”
